Add the chicken to a bowl and season with salt and pepper. Add in the flour and mix until completely coated and well combined. Next, add the oil to a pan over medium high heat. Place the chicken in and fry until cooked through and browned. This should take about 4 minutes on each side. Set aside.
In the same pan, add in the butter and a bit more oil. Allow the butter to melt down. Place the potatoes in. Stir and fry until cooked through. Push the potatoes to one side of the pan and add in the onion and garlic. Stir and saute until fragrant. Add in the bell peppers and tomatoes. Stir until well combined. Put the tomato paste in and stir.
Reduce the heat to medium and pour in the cream and milk. Season with salt, pepper, and Italian seasonong. Stir until well combined. Place the chicken back in and cover with some of the sauce. Simmer for 5 or 10 minutes. Place the mozzarella over the top. Place in a 375 degree preheated oven for about 5 or 10 minutes until the cheese is melted.
