To Make the Sloppy Joe Mixture
Add the ground beef to a pan over medium high heat. Break it up and fry until browned. Be sure to drain off any excess grease. Add in the onion and garlic. Saute until fragrant. Place the bell pepper in and saute until it begins to soften. Combine all the ingredients together. Add in the Worcestershire sauce, brown sugar, ketchup, paprika, mustard, salt, and pepper. Stir until the mixture is combined and allow it to simmer for a few minutes. Set aside.

To Make the Mac and Cheese
Add the elbow noodles to a pot of salted boiling water. Allow to cook for about 10 minutes until al dente. Drain, add about 2 tsp of olive oil, and stir. Set aside. In a separate pan, add in the butter and allow it to melt down. Add the flour and whisk until a roux forms. Slowly add in the milk while whisking until you get a smooth, silky sauce. Add in the cooked pasta and mix until covered with the sauce and well combined.

To Make the Topping
Add the bread crumbs and Parmesan to the melted butter. Stir until well combined and set aside.

Building the Casserole
