  1. Add the flour, salt, and sugar to a sift. Sift into a bowl. 

  2. Add in the butter and use a dough cutter or spoon to mix it  until a sandy pebbly mixture forms. 

  3. Add the water, egg, and vinegar to a measuring cup. Whisk until well combed. Pour the mixture into the flour and fold together. Use your hands to mix until a dough forms. Form it into a rectangle or brick shape. Wrap the dough in cling wrap and place it in the fridge for about an hour. 

  4. To make the filling, add the oil to a pan over medium high heat. Place the beef in. Break it up and fry until it is cooked though and browned. Move the beef to one side and add in the onion and garlic. Stir and saute for a few minutes until fragrant and mix together with a spoon. 

  5. Add in the mixed veggies, raisins, bell pepper, potatoes, soy sauce, and pepper. Mix until combined. Pour in the beef broth and mix once again. Place a lid on and simmer for about 10 minutes until the potatoes are tender. Set aside and allow to cool completely. 

  6. Remove the dough from the fridge and cut into eight sections. The best explanation for dividing the dough is found in the video. Form each section into a ball and place each ball on a floured surface. Use a rolling pin to roll each ball out into a 6 to 7 inch circle. To get a perfect circle, I use a cutter from Amazon. You can also use a bowl or other round object. Keep and extra you have from the cut as it can be used to form an extra empanada. Using a brush, brush the outside edges of the circle with egg wash. 

  7. Scoop up one or two heaping tablespoons of the ground beef mixture and place in into the centre of the dough. Grab two of the edges of the dough and fold them towards the centre and then pinch the edges shut to form a fan shape empanada. Set aside on a baking sheet lined with parchment paper. 

  8. Brush the remaining egg wash over the empanadas and place in a 375 degree F preheated oven for 33 minutes. 

  9. Remove, serve, and enjoy your ground beef empanadas.

  1. Dough Consistency: Ensure the empanada dough is smooth and elastic. If it's too dry, add a little more water, and if it's too wet, add a bit more flour until you achieve the right consistency.

  2. Chilling the Dough: Let the dough rest in the refrigerator for at least 30 minutes before rolling it out. I let it rest an hour. Overnight is fine as well. This makes it easier to work with and helps prevent it from shrinking during baking.

  3. Filling Variation: Feel free to customize the filling with your favorite ingredients. You can add diced vegetables, different spices, or even cheese to suit your taste.

  4. Sealing the Empanadas: As I do, use a fork to crimp the edges of the empanadas after filling them to ensure they are sealed properly and to create a decorative edge.

  5. Baking Tips: For a golden finish, brush the empanadas with an egg wash, as instructed, before baking. Bake in a preheated oven at 375°F (190°C) for about 20-25 minutes, or until golden brown.

  6. Make-Ahead: You can prepare the empanadas ahead of time and freeze them before baking. When ready to eat, simply bake them from frozen, adding a few extra minutes to the baking time.

  7. Serving Suggestions: Serve the beef empanadas with a side of salsa, guacamole, or a simple salad for a complete meal. They also make great appetizers for parties or gatherings.
