Add oil to a pan over medium high heat. Place the beef in, break up, and fry until cooked though and browned.Β

Push the beef to one side of the pan and add in the onion and garlic. Stir and saute until fragrant. This should take about 2 minutes or so.Β

Pour in the tomato sauce. Reserve about 1/3 in the bottom of the can. Stir until well combined. Season with salt, pepper, hot pepper flakes, and Italian seasoning. Stir once again until well combined. Simmer for a few minutes until sauce is heated though. Add in the rice and stir one more time.

Add a layer of cabbage to the bottom of a casserole dish - enough to cover the bottom. Follow this by a layer of meat sauce. Repeat 1 or two times depending on the size of your dish. The top layer should be the cabbage. Pour the remaining sauce over the top.Β

Cover with aluminum foil and place in a 375 degree F preheated oven for about 45 minutes.Β

After 45 minutes, remove the foil and spread the mozzarella over the top. Place back in the oven for an additional 5 or 10 minutes until the cheese is melted.Β
