  1. Add the oil to a pan over medium to medium low heat. Place the garlic in. Stir and saute for about 5 minutes until the garlic toasts. Put it into a bowl and set it aside. 

  2. Add half the butter to the same pan and allow it to melt down. Place the chicken in and season with salt and pepper. Cook over medium high heat for 5 - 8 minutes until the chicken is cooked through. Add more pepper if you wish. Put it on a plate and set it aside. 

  3. In the same pan, add in the remaining butter and let it melt down. Add in the flour and stir until cooked through and somewhat browned. Add in half the water and continue to stir until it begins to thicken. Still stirring, add in the remaining water. Pour the soy sauce in followed by the garlic powder. Bring to a boil, while continuing to stir. 

  4. Add the chicken back in and half the toasted garlic. Stir and simmer for a few minutes. 

  5. Serve over rice or potatoes. Garnish with the remaining toasted garlic and parsley.
